ITD Construction Projects & Road Closure Information
The Idaho Transportation Department (ITD) is the state of Idaho's governmental organization responsible for state transportation infrastructure. This includes ongoing operations and maintenance as well as planning for future needs of the state and its citizens. The agency is responsible for overseeing the disbursement of federal, state, and grant funding for transportation programs in the state.
Idaho's state transportation system consists of more than 12,200 miles (19,600 km) (lane miles) of roads, more than 1,800 bridges, approximately 1,630 miles (2,620 km) of rail lines, 126 public-use airports, and the Port of Lewiston.
The agency is also responsible for 29 rest areas and 12 ports of entry.
CURRENT STAR PROJECTS
In Star, ITD is responsible for Highway 44 (State Street), Chinden (20/26) and Emmett Highway (SH16). The City of Star and its residents will benefit from three projects ITD is currently working on. Each project has a dedicated webpage with maps, construction information, and signups for email or text updates.
1. State Highway 16 Corridor
ITD's work on the SH-16 corridor will address growth and improve mobility for thousands of motorists in the central Treasure Valley.

2. Chinden West - Middleton Road to Star Road
The Idaho Transportation Department (ITD) is investing in the US-20/26 corridor as it begins preliminary design on a six mile segment from Middleton Road to Star Road.

4. Highway 44/State Street Expansion Project
Improving and widening Highway 44 remains a priority so traffic flows through town efficiently and ensures that our police and fire departments can respond to calls in a timely manner.
The widening of Highway 44 from Linder Road to Can Ada will be done in three phases.
Phase One - Linder to Highway 16
Completed Summer 2022
Phase Two – Can Ada to Star Road
Completed Fall 2023
Phase Two will be funded thanks to a proportionate share agreement with ITD that was signed and put into place in April 2020. This agreement requires all new homes in Star to pay a mitigation fee that goes towards highway improvements within our city limits. If a needed project cannot be funded by ITD in a timely manner, projects can still be completed thanks to this innovative partnership.
Today, the City of Star has nearly $4.9 million dollars committed to our Proportionate Share Agreement fund. With this money, we will be able to widen the unfunded portion of Highway 44 from CanAda to Star Road. On January 3, 2023, Star City Council awarded the contract for this project to Capital Paving at a cost of $3.8 million.
